Registration & Attestation

For Medicare eligible hospitals and CAHs, CMS has migrated the Meaningful Use submission process from the Medicare & Medicaid EHR Incentive Program Registration and Attestation System to the QualityNet Secure Portal (QNet). QNet is the same system you currently use for CQM reporting, so beginning January 2, 2019, you can submit both Meaningful Use and quality attestation in one place.

Hospitals and CAHs attesting for both Medicare and Medicaid (as dually eligible hospitals) will register and attest for Medicare on the QNet portal and update and submit registration information in the Medicare & Medicaid Promoting Interoperability Program Registration and Attestation System (CMS RAS). Once hospitals and CAHs have completed the attestation process in QNet, they will also need to submit to the Medicaid program through the EHR module of CHAMPS just as they have in prior program years. There has been NO CHANGE in how dually-eligible hospitals attest to the Medicaid Promoting Interoperability program with the State of Michigan.

On January 2, 2019, QNet will be open for 2018 Meaningful Use attestations.

If you have authorized a surrogate to attest for you, they will need to create their own QNet account to attest using your data.

At this time, vendors will not be able to electronically attest on behalf of hospital clients. Measure and objective results files exported by vendors will need to be entered into QNet manually, rather than imported directly. CMS is working toward allowing vendor attestation in the future.

You can also submit questions to the EHR Information Center at 1-888-734-6433 (option 1) from 9:00 a.m. to 5:00 p.m. CT Monday through Friday, except federal holidays. CMS will distribute more information on this transition as it becomes available.

Beginning with program year 2016, EHs are no longer allowed to skip a year. EHs will not be allowed to test in subsequent years if a year is skipped.

Registering for the Medicaid Promoting Interoperability Program is a two-step process:

Step 1: Federal-level Registration

EHs must first register with the Centers for Medicare and Medicaid Services (CMS) Registration and Attestation System (RAS).To register with the CMS RAS, all hospitals must be enrolled in the CMS Provider Enrollment, Chain and Ownership System (PECOS). The CMS RAS is available at: CMS Registration and Attestation System (RAS). CMS has published a “Registration User Guide for Eligible Hospitals” that has step-by-step instructions for registering with the CMS RAS.

Step 2: State-level Registration

Once registered in the CMS RAS, and attested to Medicare using QualityNet, EHs must complete their registration with the State of Michigan, in the EHR registration module within the Community Health Automated Medicaid Processing System (CHAMPS).Once EHs have completed their registration at the federal level, they will receive a letter inviting them to complete state-level registration in an EHR module within the Community Health Automated Medicaid Processing System (CHAMPS).
