RE: New mandatory process for electronic submission of clinical quality measures
The Michigan Department of Health and Human Services (MDHHS) is pleased to announce that clinical quality measure submissions for the Promoting Interoperability program (formerly known as Meaningful Use or the Medicaid EHR Incentive Program) can now be sent electronically utilizing files derived from your electronic health record system to the Clinical Quality Measure Reporting and Repository Service (CQMRR, pronounced “Skimmer”).
The change to CQMRR takes steps towards phasing out the manual quality measure submission process (currently available in the state’s Community Health Automated Medicaid Processing System [CHAMPS] through the EHR Medicaid Incentive Payment Program [eMIPP] portal) with an electronic quality measure submission process that is integrated with the Michigan Health Information Network (MiHIN).
The CQMRR service receives, validates, quality-checks, and organizes clinical quality measures, then routes each quality measure submission to its correct destination(s), including sending measures related to the Medicaid Promoting Interoperability program to the State of Michigan. Those submitted measures are auto-populated into the quality portion of the provider’s attestation for the Medicaid Promoting Interoperability program.
In order to move towards the ultimate goal of “report once” capability – which can allow providers to submit one file that can be used to satisfy reporting requirements for multiple quality programs – it is essential that files be centrally submitted in a standardized format via an electronic means. Therefore, effective January 1, 2019, providers are required to submit the clinical quality measurement portion of their Promoting Interoperability program attestation via the CQMRR process.
It is recommended that providers begin the onboarding process with CQMRR now by visiting https://healthdirectories.force.com/QMI/s/login/SelfRegister. This will ensure that there will be no delays when it comes time to formally submit electronic clinical quality measures. MDHHS will accept files from any providers participating in the Medicaid Promoting Interoperability program; however, since program year 2018 requires a full calendar year of quality data for providers beyond their first year of program attestation, these providers will need to formally submit sometime after January 2, 2019. Providers have until March 31, 2019 to complete their 2018 program year Medicaid Promoting Interoperability program attestations. Providers will still need to complete the remaining portions of their attestation via the eMIPP portal as they have previously done.
