CQMRR – Electronic Submission of Clinical Quality Measures – Registering/Onboarding Guide

RE: New mandatory process for electronic submission of clinical quality measures – registering/onboarding guide

The Michigan Department of Health and Human Services (MDHHS) is pleased to announce that clinical quality measure submissions for the Promoting Interoperability program (formerly known as Meaningful Use or the Medicaid EHR Incentive Program) must now be sent electronically utilizing files derived from your electronic health record system to the Clinical Quality Measure Reporting and Repository Service (CQMRR, pronounced “Skimmer”).

The change to CQMRR takes steps towards phasing out the manual quality measure submission process (currently available in the state’s Community Health Automated Medicaid Processing System [CHAMPS] through the EHR Medicaid Incentive Payment Program [eMIPP] portal) with an electronic quality measure submission process that is integrated with the Michigan Health Information Network (MiHIN).

The CQMRR service receives, validates, quality-checks, and organizes clinical quality measures, then routes each quality measure submission to its correct destination(s), including sending measures related to the Medicaid Promoting Interoperability program to the State of Michigan. Those submitted measures are auto-populated into the quality portion of the provider’s attestation for the Medicaid Promoting Interoperability program.

In order to move towards the ultimate goal of “report once” capability – which can allow providers to submit one file that can be used to satisfy reporting requirements for multiple quality programs – it is essential that files be centrally submitted in a standardized format via an electronic means. Therefore, effective January 1, 2019, providers are required to submit the clinical quality measurement portion of their Promoting Interoperability program attestation via the CQMRR process.

Providers should begin the registering/onboarding process now by following the steps outlined in the CQMRR Registering/Onboarding Guide.

For Medicaid Promoting Interoperability 2018 program year attestations, providers will need to:

  1. Formally submit their clinical quality measures via the CQMRR process sometime after January 2, 2019.
  2. After a successful submission to CQMRR, complete the remaining portions of their attestation via the eMIPP portal, as they have normally done in previous years.

Both steps need to be completed prior to the close of the tail period on April 2, 2019 at 11:59PM.
