RE: New process for electronic submission of clinical quality measures
The Michigan Department of Health and Human Services (MDHHS) is pleased to announce that clinical quality measures for Meaningful Use attestation can now be sent electronically based on files derived from your electronic health record system to the Clinical Quality Measure Reporting and Repository Service (CQMRR, pronounced “Skimmer”).
The change to CQMRR takes steps towards phasing out the manual quality measure submission process (currently available in the state’s Community Health Automated Medicaid Processing System [CHAMPS] through the EHR Medicaid Incentive Payment Program [eMIPP] portal) with an electronic quality measure submission process that is integrated with the Michigan Health Information Network (MiHIN).
The CQMRR service receives, validates, quality-checks, and organizes clinical quality measures, then routes each quality measure submission to its correct destination(s), including sending measures related to Medicaid Meaningful Use to the State of Michigan. Those submitted measures are auto-populated into the quality portion of the provider’s attestation for Medicaid Meaningful Use.
In order to move towards the ultimate goal of “report once” capability – that can allow providers to submit one file that can be used to satisfy reporting requirements for multiple quality programs – it is essential that files be centrally submitted in a standardized format via an electronic means. Therefore, effective July 1, 2018 (the first date in which MDHHS will begin collecting program year 2018 attestations for Medicaid Meaningful Use) providers are required to submit the clinical quality measurement portion of their Meaningful Use attestation via the CQMRR process. Providers that are in their first year of Meaningful Use reporting are exempt from using CQMRR, however, and will manually enter their clinical quality measures within eMIPP.
Providers may begin submitting quality measures through the CQMRR service immediately by visiting https://mihin.org/quality-measure-submission-initiation-process/. Providers still needing to attest for 2017 incentives can optionally submit their quality measures via the CQMRR process at this point, but it is not required until the 2018 program year. We are encouraging providers that have the bandwidth to electronically submit their 2017 quality files to do so. Leveraging the functionality of the EHR system now will allow a more seamless attestation process in subsequent years. Providers have until May 1, 2018 to complete their 2017 program year Medicaid Meaningful Use attestations. Providers will still need to complete the remaining portions of their Meaningful Use attestation via the eMIPP portal.
